กพช.ระบุว่า กระทรวงพลังงาน ได้หารือร่วมกับหน่วยงานที่เกี่ยวข้องเพื่อทบทวนแนวทางสนับสนุน SPP-Cogeneration ที่จะสิ้นสุดสัญญาในปี 2560-2568 เนื่องจากปัจจุบันสถานการณ์เศรษฐกิจโลกผันผวนค่อนข้างมาก ทำให้ SPP มีความเสี่ยงในการดำเนินการเพิ่มขึ้น และ SPP ยังมีความจำเป็นในด้านความมั่นคงของระบบไฟฟ้าในนิคมอุตสาหกรรมหลายแห่ง ประกอบกับข้อจำกัดทางเทคนิคของโรงไฟฟ้าที่ต้องผลิตทั้งไฟฟ้าและไอน้ำ/ความเย็น ทำให้โรงไฟฟ้าต้องมีขนาดใหญ่ในระดับหนึ่งจึงจะสามารถรักษาเสถียรภาพและคุณภาพของระบบไฟฟ้าในพื้นที่ได้ กพช.จึงได้อนุมัติแนวทางสนับสนุน SPP-Cogeneration ดังกล่าว
